Use A Loud Sharp Whistle At All Times
Umpires should practice using the correct terminology so their verbal response to infringements becomes automatic and sounds confident which reassures players.
Your voice should be loud enough so that all 14 players can hear your decision
· Blow whistle.
· State Infringement and use Hand Signals to reinforce statement.
· State Penalty and to Whom Awarded (use club names)
· Indicate place where penalty is to be taken.
· Ensure penalty is set up correctly.
In guidelines below Red and Blue are used instead of club names.

Hand Signals
Hand signals are used to accurately illustrate decisions made.
They are based on the principle of re-creating and clearly indicating to show the decision.
Hand signals are a method of communicating infringements clearly to players.
It is essential for ALL umpires to use hand signals.
Even the beginner umpire should signal the direction of the next Centre Pass, the recipient of the throw-in and the direction the penalty is being awarded.
A hand signal should be sustained during the time taken to state the infringement and penalty being awarded. Eye contact should also be maintained by the umpire towards the infringer.
Guidelines for appropriate signals are given for some of the Rules as follows:

Nettaball Rules for Umpires
The MODIFICATION of our netball game has brought about significant changes in
EQUALISING the OPPORTUNITY for all children to enjoy
EVEN PARTICIPATION.
The umpire’s role in Nettaball cannot be understated. It is one of the most important areas of our sport. The manner in which a child is tutored, nurtured and encouraged must be of the most exemplary standard.
UMPIRES MUST
-
adopt an encouraging and pleasant manner to ensure an open and free-flowing game
-
use simple language and explain their decision
-
apply rules according to the skill level of the players
-
adopt the role of teacher-umpire rather than rules enforcer
UMPIRES MUST
-
penalise contact and obstruction and ensure the penalty is set up correctly even through the infringer is not to stand ‘out of play’.

the offender is simply placed 1.2m (4 ft) away from her opponent and allowed to participate in the normal fashion.
UMPIRES ALLOW
-
minimum shuffling after catching and before throwing i.e. shuffling on the spot to gain balance without moving down the court.
-
up to 6 seconds for the ball to be thrown after catching.
-
only “one-on-one” defence.
-
a player to defend an opponent with the ball from a distance of 1.2m (4 ft).
-
a Throw-In to be retaken if foot is placed on the line but umpire should correct player’s stance.
-
a player, who is offside but not involved with play, is not to be penalised, simply remind player where she should stand.
COACHES and ADMINISTRATORS ROLE

Provide non-competitive games i.e. no recorded scores, no finals

Each player to receive a certificate of participation

To endeavour to supply Goal Posts - 2.6m (8 ft)

Allow up to 12 players be registered in each team
